Biographical / Historical
The Lakewood Sanitation District was approved July 16, 1941. District Court Judge Osmer E. Smith signed the court order and decree defining the boundaries of the district and naming the members of the first board of directors who were selected at the organization's first election July 8. Those directors were Paul V. Pattridge, chairman, Carl G. Morse, secretary, and J. Robert Creighton.
The district had an extreme east and west length of 2 1/4 miles and an extreme north and south width of 1 1/4 miles. It extended, with some indentations and exclusions, from Gray street on the east to 300 feet beyond Beverly avenue on the west, and from 300 feet south of 9th Ave. to 300 feet north of 20th Ave. West Colfax Ave. ran east and west approximately through the center of the district.
In 1942, the district was awarded a $180,000 federal grant for a War Public Works project: the construction of a complete sewer system including a disposal plant. The total cost of the sanitation project was estimated to be $350,000. Taxpayers voted to issue bonds for the remaining $170,000. The need for the sewer system was due to the rapid growth of the Lakewood community.
